The message from military service broker when Ravi received medical certificate

The message from military service broker Goo to singer Ravi (Kim Won Sik)’s side was revealed.

On April 3rd, in the 53-page indictment submitted by the Ministry of Justice, the joint investigation team of the Seoul Southern District Prosecutor’s Office’s Military Manpower Administration specifically stated the act of evading military service by Ravi and rapper Nafla.

According to the indictment, in February 2021, military service broker Goo met Ravi and his agency’s co-representative A. Goo suggested a plan to evade military service taking advantage of false epilepsy symptoms for Ravi and a plan to be discharged from military service based on worsening mental illness for Nafla (Choi Seok Bae).

In March 2021, on behalf of Ravi, A signed a contract worth 50 million won in success fee and received a “false epilepsy acting scenario”. When Ravi, who acted out epilepsy according to this scenario, was issued a medical certificate for military service in June 2021, Goo sent a text message to A, saying, “Good, it’s an exemption from military service.”

During the process, Ravi’s neurologist said, “No abnormalities or special symptoms were found”, adding the diagnosis that there was no need for treatment or prescription. However, Ravi protested and demanded a prescription, saying “My music career could come to an end”, as instructed by Mr. Goo. In the end, he managed to receive a diagnosis of epilepsy.

The same was true in the case of Nafla, another artist from Ravi’s agency. Mr. Goo told Nafla to apply for divisional military service as a social service worker by pretending that his mental illness had worsened. The prosecution found that Nafla had regularly visited the hospital to receive prescriptions, but neither showed worsened symptoms nor took the medication.

The Military Manpower Administration announced that they will strengthen military service standards by solidifying criteria for epilepsy diagnosis through expert consultation regarding the timing and frequency of epilepsy, and the ability to control epilepsy through medication. In the case of epilepsy, 30-40% of cases show no abnormalities through brainwave and MRI tests. Broker Mr. Goo is believed to have taken advantage of this detail since he used to work in the military.

Currently, if no abnormalities are found in the brainwave test of people obliged to enlist who claim to have epilepsy, classification is determined as Level 4 if their treatment periods are more than one year, and Level 5 if treatment periods are more than two years.
