Korean social norms place more importance on collective identity than self-expression. Korea is also the birthplace of very strict ethical and dress standards. The punishment for people who violate this standard, if it’s mild, it’s just annoying glares from people around, and in more serious cases, it’s career destruction.

One of the strict rules in dressing is not to wear off-the-shoulder dresses/tops. It may sound strange, but in the eyes of old Korean society, girls who wore clothes that showed their shoulders were considered “sexy” or “too revealing” even more than girls who wore super mini skirts.

It is difficult to find the source of this prejudice. However, in Korea, “cover the upper body and show off the legs” is considered a guideline in choosing clothes. If the upper body is exposed, it would be considered revealing and offensive. Once violating this unwritten law, the wearer was prone to criticism from those around.

However, in modern society, this prejudice is almost gone. Women wear off-the-shoulder dresses/tops everywhere, at any event, as long as it’s appropriate. For Korean artists, the “cover the upper body and show off the legs” rule allows them to wear short pants/skirts but stay away from the top showing off their breasts.
