According to Korean media reports on March 12, the Yongin Dongbu Police Station in Gyeonggi Province concluded that veteran Korean singer Kim Wan Sun violated the Popular Culture and Arts Industry Development Act. Authorities forwarded the case to the Suwon District Prosecutors’ Office on March 5.

Investigators allege that Kim Wan Sun established a one-person entertainment company called KW Sunflower in 2020, where she served as the representative director. However, the company reportedly conducted profit-generating business activities for about five years without completing the mandatory registration process required for companies operating in the popular culture and arts industry.

The issue surfaced amid a broader government review of entertainment companies founded by celebrities. The scrutiny reportedly began last year following a similar case involving singer Ok Joo Hyun. According to reports, Kim Wan Sun completed the official company registration in November last year. Despite the registration now being finalized, authorities determined that the business activities conducted before the registration period still constituted a legal violation.

As a result, both Kim Wan Sun and her company were referred to prosecutors for further legal review. Through OSEN, the singer’s representative stated, “Although Kim Wan Sun has been prosecuted without detention, there was a grace period to complete the registration process. Since the company registration has now been finalized, we expect there will be no major issues.”

The case comes as the Korean entertainment industry faces increasing regulatory oversight, with companies linked to celebrities such as CL (2NE1), Kang Dong Won, and Sung Si Kyung also reportedly facing similar investigations regarding business registration requirements. Legal experts note that failing to properly register companies in the cultural and entertainment sector can raise broader concerns related to taxation and corporate compliance, which is why authorities have intensified monitoring.

Kim Wan Sun, born in 1969, debuted in 1986 at the age of 17 with the song Tonight. She quickly rose to fame for her bold stage presence, powerful dance performances, and sensual concept, which were considered groundbreaking in Korean pop music at the time.

Despite occasionally facing broadcast bans due to her provocative image, Kim Wan Sun became the first female singer in Korea to sell over one million albums, cementing her place as a cultural icon. Her hit songs such as Pierrot Smiles at Us and The Dance in the Rhythm helped shape the performance-driven style that later influenced artists like Lee Hyori and BoA.
