On June 8, an online community post titled “1,000 Civil Servants Being Mobilized for BTS Concert for Free” began circulating widely.
The author of the post criticized the situation, writing, “This isn’t a free concert, nor is it an event being held on the streets like the Seoul concert. It’s a commercial concert where HYBE is making money, yet instead of hiring private staff with their own funds, they are reportedly using 910 personnel for the main venue while 915 Busan City Hall civil servants are being mobilized. Does this make sense?”
The post further expressed frustration, sarcastically adding, “Hello, this is HYBE Busan Branch Human Resources Office. How many people should we send over? For free, during work hours, from Thursday to Saturday.”

On the same day, KBS also released an interview with a Busan City Hall official regarding the matter. The official reportedly said, “This isn’t a city-hosted event but a profit-generating concert run entirely by a private company. Many public officials internally feel dissatisfied because they cannot understand why civil servants are being mobilized in large numbers for safety management. I don’t understand why taxpayers should cover costs that HYBE should be paying.”
However, it has not yet been clarified whether BigHit Music, BTS’ agency under HYBE, first requested cooperation from the Busan Metropolitan Government or whether the city independently decided to assign civil servants to the event.
BTS – consisting of RM, Jin, SUGA, J-Hope, Jimin, V, and Jungkook is scheduled to hold “BTS WORLD TOUR ‘ARIRANG’ IN BUSAN” at Busan Asiad Main Stadium on June 12 and 13.

It will mark BTS’ first full-group appearance in Busan in approximately three years and eight months. Back in October 2022, the group held the “Yet to Come in BUSAN” concert at the same venue in support of Busan’s bid to host the 2030 World Expo.
In particular, June 13 carries special significance for BTS and fans worldwide, as it marks the anniversary of the group’s debut, further heightening anticipation for the concert.
